It may not be the difficulty. it can be cost. You can send out to hundreds or even thousands. But to get the right addresses you have to pay unless thousands have signed up to something so they already have the addresses.( Someone may well be able to tell us if it still costs to send thousands of emails via their email provider. )
I get bombarded almost every day with spam trying to get me to pay for the huge mail dump to get extra custom. And it ain't cheap!
It also takes quite a lot of time. That is possibly another problem our club has. How many staff have we got to do all the tasks in hand each day. Have we the capacity to do all the extra work necessary to carry out this extra work. It's a bit of the old chicken and egg situation. Yes if the work can be done and it's not too costly it may possibly work. But have we the resources. If it doesn't work then we have then made resources available to do it and can't pay them. what do you do.

I also noticed that they are doing a Christmas Season ticket too. But on looking would I benefit. No! I bought the big 5 ticket. One of the matches is Newport which I have already. so I would lose the benefit of this match being reduced by buying a season ticket. I know I will miss one or two of the matches anyway so the season ticket is already not worth having for me. I suspect one or two others may well have missed the boat on this one.
