Indeed it is Chester FC.

Their Deva Stadium (now Exacta Stadium) crosses the England - Wales border. The pitch is in Wales, but the front gates, main office and main stand are in England.

A friend of mine is a Chester fan and is now officially Welsh as far as I'm concerned :)
