OK, no problem. Same principle applies for end of contract for U24 player. In fact I believe there are two types of compensation Torquay could claim:

1. Kalala offered a new contract on same or better terms but player (u24) refuses, new club may be liable to pay compensation

2. The new club may be liable to pays compensation to reimburse Torquay for the invested time, money and resource spent on Kalala's development.

Kalala is in limbo and going nowhere as Torquay still retain his registration.
